@BoomBoomBoom It's far easier to chase someone than it is to run yourself. The person running has to dodge cars and what not while the people following don't because the cars are already stopped due to the runner. Chasing people can cut the thieves off as they can see where they are going. The team in the backseat have no backpack or things to slow them down, so they are just as fast.
