Me: I agree. In law this is called heresay. Heresay is not evidence. So Sam still has no basis for his claim. The claims are unsubstantiated. Shut up Sam!!! You are assuming the delay in signing means they have been bribed.

The President can treat the parliament they way he wants because you MzPs have made it so, most MPs wants to be a Minister or a Deputy Minister. MPs have the power to start the amendment process to remove that condition from the constitution but they won't because of their personal interest.
