Hi Dani, Great to see you on your channel. I was wondering why the Italian plan is called Mattei plan and found out it’s called after Enrico Mattei, who was a prominent Italian politician who oversaw the expansion and development of AGIP to play prominent role for Italy and the countries that it partnered with (mostly in North Africa). His approach was based on partnership of developing resources (he advocated 50-50) where it irritated the other colonial powers, specially France. He was believed to be assassinated although it’s not confirmed by whom. He is prominent member of the Christian Democracy party, where current PM Melonie belongs to. Now if you put the dots together and the speech / public statement the PM made with regards to France and Marcon and the exploitation of African resources, it makes all sense where Italy is heading. Italy has allocated over 10 billion for this project and it seems that it wants to experiment with Eritrea as a starting project. From Italy point of view : 1. Eritrea is a safe bet where all Italy investments will not go to waste. It will gain a return for its investment, from serving the Italian / Eritrean population needs. Many Italians want to go visit Eritrea and many Eritreans need to go to Eritrea to live, visit. Just the areas of infrastructure in terms of energy, roads, hotels, ports etc and airline would make a lucrative business to start with and recoup dividends in no time. 2. Eritrea maritime has become even more important to the world safe trade. Reading some of the comments in other form, the fiber optic close to the Yemen is a huge risk for global trade and also the maritime water if the read sea. Eritrea can provide safe passage and safe communication with its strong military and stability in the Red Sea, specially for the west and east. 3. Eritrea has the potash mining that’s coming to production soon and it has the means to pay for the investment, be it tourism, mining etc. PIA interview with regards to mining, he said going forward we will not ship raw materials but a finished product. Thus is a sticking point with China and I don’t know the progress but Italy can fill the gap if necessary (at least on the infrastructure side). From the rumor I heard the Chinese want to build another port close to the mine and ship it to be processed. Eritrea saying, we are not borrowing building a port when we already have two. Build the rail road from the mine to massawa and Aseb and we wanted the people live in massawa and Aseb not building another town. The mine life is 200 plus years so this makes all sense. His exact words with regards to mining in bisha “አነ ዘይኮዉን ኮዩኒኑ እመረበር : እንታይ ኢና ረቢሕና:: ሐመድ ሰሰዲድካ መንገድናን አባላሺዎ : እንታይ እዩ እቲ አብ መወዳእታ ዝተረኽበ:: ድሕሪ ሕጂ አይንደገሞን ኢና:: ሰራሕ ዝፈጥርን : አብዚ ሀገር ክፍረን አለዎ:: So Italy plans would work extremely well as their plan would work to benefit both sides in a partnership and long terms. From Eritrea point of view It needs many investments but it’s not willing to borrow too much where it will be trapped. It needs Energy, water, manufacturing, construction, tourism, construction, agricultural, food exports etc and employment. Italy can play a huge role and Eritrea without a doubt will deliver. Italy can use Eritrea as a test case to expand its operations to other African countries and show case its partnership. From Eritrea for example, as a hub it can expand to other African destination (airline) and it provides alternative to Ethiopian, Emirati and others to the African market which is growing. Italy can also gain from African tourism as the lives of Africans gets better and it would attract the new African generation which will be the main driving force for economic growth of the world due to the young generation and population growth.

Thanks for eloaborating and you are spot on regarding the possibilities for both Italy and Eritrea. The key is to take bold actions now.
We hear of a lot of agricultural and minral-based development projects which are taking place in Eritrea. Eritrea's soil and water conservation program is exemplary and it's primary health care and eduction are reaching in every nook and corner of the country. Also compared to all it's neghbours, Eritrea is doing better in the area of food security. All these and the other infrastructural projects which are implemented in the country are good and need to be supported. However, the fact 1) that several citizens are imprisoned, for a long period, without due process of law. 2) that the country is ruled for a long period without a constitution. 3) and that the absence of an official transitional plan as the people who are running governmental affairs in the country are getting very old are concern to some including myself. My suggestion here is, first and foremost, the government needs to be magnanimous and release all political prisoners. Obviously this will set in motion the process of peace and reconciliation in Eritrea.
