On the one hand I don't think these fairly mild numbers will really affect things that much, and you can still go AFK at the start of floors. On the other hand, just having a timer there, even if it does basically nothing, applies psychological pressure; even if you know you don't need to worry about it, you still see that timer ticking and it encourages you to rush faster and faster. And if you just wanna relax and AFK a lot, that might discourage you from going into Torghast if your schedule isn't totally clear. The main thing though is that these torments kinda solve a problem that isn't a problem at all. Like if someone is crazy enough to wait 10 minutes between pulls, I think they're already paying the price there; and it's not like most players will feel the need to play that way if the option remains open. Plus if the cooldowns really are the problem, then just limiting them to one use per floor would be a better solution than the timers. So... not a lot of positives, with not a lot of actual negatives, but a lot of psychological negatives. Unless Blizz has some other reasons for putting these timers in, the balance doesn't seem worth it.

I wouldn't be against Blizzard adding modifiers to Torghast that you can pick *voluntarily*, kind of like how a lot of actual roguelite games like Bastion do it. Like, just have an option for a timer (I'd actually just make it a hard timer even), or instant death, or some kind of ticking debuff, etc. And you could even pick multiple for stacking rewards. That would allow regular players to play however they want, and even for more advanced players it would give them choice as to how they want to scale their difficulty exactly, so they can potentially avoid ones they really hate. If you want to be really nice, make it so that say 6/8 already gives you maximum rewards, except perhaps for achievements or such, so players don't feel compelled to just pick everything for every run.

The best way to farm Honor is Arathi. I used to farm it with my 70 Undead Warrior 12hrs/day with a ratio of 700+/- HK every day up to 1000+. Easiest way to grind G14.
