how do we do it if we have two darts? Keep only one dart? Or flare one and then flare the second dart out?

Would it work the same if you cut out the front pattern and draw it for the back

I don't think so. I do this separately on the front and back pattern. The darts on the back pattern is different from the front pattern

Please how can a flare gathered skirt be made using the skirt block

The skirt block isn't used in making a gathered skirt. You can measure your waist measurement by 3 and gather your fabric.

Yes it will because the flare will be distributed evenly as opposed to just the sides.
