At time of admission application of Parma University I select Pakistan at Embassy Consulate where we will submit application but Now I am not in Pakistan and on the other hand it takes alot of time for Visa and all other appointments in Pakistan So, I want to apply from foreign country So, Is It possible that I can apply from Foreign country?

You have to apply from consulate where you stayed for last 6 months. Therefore you can email university to change your consulate to one where you are recently staying

I would recommend applying with consultancy as doing self is little difficult if you are not aware of process, as it involves a lot of deadlines. Plus don't pay heavy amount, try going for affordable consultancies. I can recommend you if you are not sure which one to pick.

Yes, you can apply for Humanities. But you will get in University of Milan is not sure, apply to 5-6 universities and see from where you got offer letters from.
