It's a much cooler spirograph from the 1980s in the UK, a kids drawing toy.

@ in the UK there was this drawing toy where you had some interlocking gears with holes in. You put the tip of a ball point pen though the hole and as the gears turned and moved they drew a very similar pattern, yours just doesn't automatically but much cooler.
