I finally stumped you!!! The tweety basic attack with bat is actually from A Gruesome Twosome. Tweety takes a large bone and hits a Bulldog with it.

Well, in one scene of the cartoon, he was wearing an "air raid warden" helmet. But yes, in this cartoon he didn’t have grenades, only dynamite) maybe this is a reference from some other cartoon with him )

In the special attack BOOM! Orson says "He fall down go BOOM!" That's a reference to Birdy and the Beast, where the short stubbier cat tries to fly towards Orson,but upon Orson noticing he could fly,the cat fell down and made a loud crashing sound. Upon this,Orson makes the response "He fall down go BOOM!".
