If you're looking for Bachelor's you can apply through the website , if you want a post grad degree with stipend i hear its best to connect with a lecturer on their research topic , email them and you can apply for uni after.

There is a foundation programme in UTP that you can take after your SPM/Highschool Diploma/ IGCSEs before you get into degree programme.
