You shouldn't say "wheelchair bound" or "confined to a wheelchair." The preferred term is "wheelchair user," or "person who uses a wheelchair," because some people who use wheelchairs don't need them all the time, but more so because a lot of people who use wheelchairs don't like terms like "bound" or "confined," because they don't see it that way. Their wheelchairs make it possible for them to go out and participate in the world, and without them, they'd be confined to their homes.
