Ironically, the real U.S. Government would’ve publicly condemned Rick and then gone back to ignoring him! I know this because Cuba, North Korea, Vietnam, Taliban, China, Russia, Syria and Ukraine! The U.S. Government speaks mountains of its intolerance towards terrorists and tyrants yet performs molehills. This is because the American public doesn’t understand how empires work, are notoriously fickle and prefer it better when wars and standoffs are easy to ignore and don’t affect them! Because of this crippling weakness, most American leaders sabotage America’s war efforts in an attempt to preserve their popularity, making the sacrifice of their soldiers and capital completely pointless!

I think it is more the lack of wisdom that has allowed this.

The president has access to many more people for brainstorming and coming up with plans and also for implementing those plans. If Rick wants to become a turkey he's going to build a machine to turn himself into a turkey. If the president wants to turn a marine into a turkey he orders a scientist to make a machine to turn the marine into a turkey. You can supplement intelligence by having many people who specialize in different things. The president has thousands of very specialized people and many more with less specialization.
