I understand what the dad is saying. They are switching the time signature a lot throughout the song. Edit* yes it is about nuclear war. When he says "when the clouds kiss your eye, shadow stain on the high rise" the cloud is the mushroom cloud from a nuclear blast and how a nuclear blast will literally leave shadow stains on buildings from the people it killed. Then later "put your thumb to the sky, fossilize" it refers to the old teaching of how if you see a nuclear cloud raise your thumb in front of it, if your thumb covers the cloud you're safe, if not you're supposedly in the radiation area.

They formed in 1999 but the song that got them into mainstream was bat country from they're 2005 or 2006 album city of evil. They also have a song on that album dedicated to Dimebag its called betrayed
