each gather tier has its own spec just like gear except the gear specs apply to specific equipment rather than material type. gather tier unlocks spec out of 100 so in the timestamp you shared he's 0/100 t6 fiber with 12% to 1/100, really just tells you how much t6 fiber he gathers. if i'm not mistaken each tier also increase gather speed for previous tiers
