The higher in the hierarchy of heaven an angel is, the more horrific eldrich monster-ish they look so it makes sense. The Cherubs looked like guardian angels than actual cherubs anyways

There ARE imps with wings. WE saw them in Helluva Boss S1 at Ozzy's, theory is that they are hybrids of imp/succubus. As for a fallen angel wings... Vivi once said that Charlie has wings too but like Lucifer, she doesn't always manifest them.

It makes a lot of sense for the exterminator angels to resemble imps. Imps are basically the foot soldiers of Hell, so the exterminators are likely the foot soldiers of Heaven.

iirc Vivzipop in one of her podcasts said that angels, when they come to hell, present as a more demonic version of their heaven or even earth presenting selves. On the flip side a demon that was visiting heaven would look more soft and cute like the cherubs in season 1 episode 4.
