@@SwiftDetae The coloured powders are used for Holi..It's just that Holi is celebrated only in north india and not in the southern part of the country..In Tamilnadu splashing turmeric water is a custom in village festivals which is a mark of celebration. Another hidden implication is that it acts as an disinfectant in large gatherings. You can always see turmeric and neem in Tamil festivals..
