This is just an interpretation of mine, but I believe the lines are stating that all the Hindu God's are doing everything but Japping Naam, and also Guru Nanak is talking about the ritualistic acts that Hindus used to do and still to this day do like applying marks on their forehead. I've heard that Guru Nanak wrote/sang Aarti in a Hindu Temple (Mandar) and was explaining what he saw in terms of Ritualistic acts.
