Indian license is valid in ireland even to buy cars...carry DL extract so you could skip few driving class and you don't need long learners experience to attend driving test

College wear is usually casual. Formals aren't compulsory in colleges. This is my personal experience. Check with the people on linkedin based on their course and university.

Rain coat is best. If you need umbrella buy from here only. You need sturdy one and it will be heavy.

You can get blender here within 40-50€, hairdryer also would come within 30-40€. based on this you can decide what's affordable for you. There are no voltage issues. You just need the European adapter.
