What if they have been renting before the law went into effect. Do you still need pictures of the before they moved in?

If its before cameras were invented, you have to hire a certified artist to do a life like painting before tenant moved in. If its after cameras are invented and you did not have photos, in agreement and consultation with the tenant, you'll have to hire a contractor to refinish the property to how you guys agreed it look like, then take photos. After that, you have to hire the contractor to undo what he did to present state and you'll have the photos before they moved in and can proceed with the current arrangements.

If no photos were taken at the time of move-in, you might need to rely on other available documentation, such as written inspection checklists or third-party reports. Moving forward, I recommend always conducting a detailed move-in inspection, complete with photos or videos, for all new tenancies.
