This has been happening in Uganda. I remember when we worked as presiding officers during CA elections in March 1993 some of us were not paid eyo Uganda

Stealing public funds in Uganda did not start with parliament of today. Since 1991 when national census was carried out some people were paid, later CA elections where they were telling us money was channeled to districts some we have lived longer to see the suffering but also to write history
