Can we not just divide house into a ground and a first floor flat without planning permission woth wood walls- as long s purpose is to rent out and not selling as individuals u its.. structural changes are not required such a simple split boy wooden and plywood walls behind property's main entrance door..so why planning permission needed when no structural changes were made to core of house

Why planner people were insisting both flats to have access to garden...it does not make sense?was it just to put stops and xause hurdles or they had any valud reason...flats don't have access to garden....this is insane red tape!
