I think part of it is that May's puppies knew Joey literally since the second they were born - for all they knew, he was their dad, so they were comfortable around him. These pups probably don't trust new humans too easily.

It's actually common (for moms who lost their litter anyway) to be given a momless litter to foster and care for. If she's good with the puppies, it might be a good thing for the puppies to interact with her because that will help with socialization. Although it is common for pups to also try to drink milk if they are still at that age. Mine did it with their momma and still tried with the other female dog in the house.
