How can anyone be so cruel and heartless and abandon a puppy when is really cold out there and windy. Most likely he's also starving. You treat a dog / puppy/ or cat like you would treat a family member with love and kindness. You just don't neglect abandon or put out in the middle of winter. Thank you for rescuing puppy.
