Abandoned since the 1960's | The Story of Toronto's Ghost Tower - Documentary (Short Film) #1
The Whitney Block Tower is located in downtown Toronto, Canada. This is a secret abandoned building that not too many people know about. The tower has been empty since the 1960’s. The building was named in honour of former Premier James P. Whitney. It was designed by architect Francis Heakes who died in September 1930 before the building was completed. The Whitney Block Tower was built in 1932 it has 16 storeys and contains one of the few operational hand cranked elevators remaining in Toronto. Only a handful of people have seen inside this building after it was abandoned so finding interior photos was extremely hard. Thanks to The City of Toronto Archives I found only a few. At the top there are 4 female guardian eight foot tall sculptures made by Charles Adamson representing Justice, Tolerance, Widsom and Power. At the mid height there are eight male figures representing occupations: a labourer and a miner on the north, a judge and a professor on the east, , a farmer and a lumberjack on the west, and a businessman and a doctor, plus a small boy looking up at the doctor, on the south. There was once a bowling alley in the basement and stories of an underground tunnel leading to the Ontario Parliament building across the street. The provincial veterinary services was located on the sixth floor. There are animal pens left over from when provincial veterinary services were housed there. They brought up cows to the lab in an service elevator. There are also reports of the tunnel and tower being haunted. There is no ventilation system in the tower so the only way to get fresh air into the building is by opening the windows. In the summer months the building would get extremely hot and its rumoured they even brought huge amounts of ice to the top of the building in an effort to cool down the interior of the building using the downwards airflow. The lower level of the building is used by government workers but the tower is completely empty. The tower only has 1 set of stairs and a hand cranked elevator. The building does not meet the current fire and safety codes so it has been unused since the 1960’s. There were talks to install a new set of emergency stairs and an elevator on the outside of the building but the plans failed. The tower is still being maintained and they have repaired and upgraded the exterior over the years but the interior is dusty, dark and empty.

Nice video. Besides the tower, the rest of the original Whitney is still in full use, maintained and protected. The tunnel from the Whitney to the Legislature exists and is still in regular use. And those two red-tailed hawks live happily in one of the Legislature's windows.

Nice video. The top floor was actually used by the Ontario Department of Mines in the 1970s to store rocks and minerals. This is where they made the small rock and mineral kits the Ministry would distribute for free at public mining classes. I was up there in the early 1980s and there were rocks, minerals and those small kits all over the place. All this had to be moved out in the 1980s to make room for renovations. I remember a fellow, at that time, who drove the elevator. He would take you up the tower and then return with the elevator to pick you up at a designated time.

"...and then return with the elevator to pick you up at a designated time." LOL That single clause neatly sums-up the entire building: Charming, yet completely unable to be a useful part of society. I do hope that, at some point in time, it would be renovated and brought-up to current code. Such a shame that such beauty is so isolated from the millions of people all around it.

@@sheltr9735 It's been looked at several times in the many decades since the 60ès. It ends up being expensive. Something like you could demolish it and rebuild it twice before you were even done spending half the money for the initial renovation assessment. After the pandemic, many government staff worked from home, so the need for office space is diminished and thus it's not worth the hundreds of millions of dollars it would take to make it compliant, let alone functional and comfortable.

In the late 90s and early 2000s I was good friends with the Head of Maintenance for all of Queen's Park. I saw only tiny hint of what is below this large government complex, but I can definitely say there are many levels below ground level, and tunnel systems connecting many or maybe all of the buildings that make up Queen's Park.

Perhaps I mistake you, but this building is at Queen's Park, the provincial capital. If it's ever demolished and there's still an Ontario, another government building will be erected on the same spot. Besides, it's only one part of a large building which is still very much in daily use. Where you live, is land at the capital considered the domain of developers? If you're American, can you picture condos on The Mall, beside the Washington Monument, or nestled up against the Capitol building?

I'll also add that in the mid-80's College Park housed some completely abandoned gems that now, thank God, have been restored. The condo developer was a client and one afternoon she took me through the dusty shambles that had been the dining room and the recital hall and there was this immaculate grand piano on the stage surrounded by footprints in the dust. My client mentioned that the Eaton's family let Glenn Gould come in here on his own, usually late at night to practice. Otherwise it was a shambles, with the beautiful stone flooring having been lifted and re-purposed and heaps of broken crockery and rotting waitresses uniforms in the corners. This at a time when Montreal's Eaton's still had that Art Deco marvel of restaurant inspired by the first class dining room of the Queen Mary up on the 9th floor packed for lunch weekdays and on Saturdays.

That's very interesting. I was in the old Eaton's College store about three weeks after it closed. The Casavant pipe organ was being dismantled and moved to storage, as it had been bought by a local church (to be installed in a new building project.) As it turned out, the organ did not get used again in Toronto and it was sold to a church in Texas. It was eerie going up the elevator, looking out at the floors (glass doors) as we passed them to get to the 7th floor. There were still some items and decor that remained. I was in the dining room the night before they closed it. They gave out complimentary menus as souvenirs. But that was the last time there until the Carlu re-opened and was featured in Doors Open a few years ago.

Such a beautiful building still. And yes, I had used the tunnel to Queens Park numerous times in the late 80's. Another interesting thing was the lower offices were one of the first to use 'robotic mail delivery' back in the mid-late 80's. Special tape on the floors motorized robots would adhere to. Much like a self propelled delivery cart, the robots would stop by or even enter offices and use it's robotic arm to take out and place the specific compartment of mail onto the desk, and continue on to the next office. Wildest things I ever saw!

Hellrazr GLI are you making an assumption or can you support your claims with verifiable facts... not upgrades, but the actual building of that building... I used to work in Whitney Block and I can tell you without a doubt, there is no rumour of a tunnel to the legislature.... there IS a tunnel from Whitney to the Lege and I used in countless times in my days working at the premier's office. I have been up the tower three times on tours. Never saw any evidence of animal kennels or rumours thereof. I walked around every floor. Never saw anything like that. The second highest floor was actually a canteen for provincial employees who were allowed out on the balcony that goes all around that floor. Also the building is NOT dusty at all. Last time I was up it was very clean, no dust anywhere. Plus the elevator shaft was still used not only for maintenance staff to access the floors, but because it IS one of if not THE last hand cranked elevator in the city, Otis uses it to test cable tensile strength because they can apply even force on the cables until they snap. And when they do the testing, it's in the early morning and the snaps can be heard throughout Whitney Block.

@@Nautilat0r Didn't they undertake a major maintenance project on the building a few years ago? I read about a plan in 2016 to make it usable again and part of the McDonald block revitalization project, but the cost was tens of millions of dollars and it was abandoned. I on't see Doug Ford spending any money on this given the pandemic.

@@PWingert1966 It's always going to be its own block, the government isn't going to make it as its own separate block and add it to another. That just doesn't make sense nor have i read that anywhere. Government projects always take a while... because well its the government and parts of a project can change on daily basis or their can be setbacks. They as doing a resurfacing of some of the buildings on the property which is why their cover up i those massive white tarps. Thiney block tower inside is being striped down inside and brought up to modern day era and will see a external staircase because legally any building being used today for living purposes, commercial or in this case government is mandated to have 2 staircases incase of an emergency. I could imagine the elevator as well will be brought up to the present time period along with anything else that doesn't meets todays code as well as design in some keys areas.

@@Nautilat0r The real issue with the building is HVAC, electrical and plumbing. The building has some structural issues with have a significant impact on the ability to perform this work and explains why it's been sitting for so long. It will remain its own block, but the question remains: Can any government justify investing millions of dollars to do the HVAC, electrical, and plumbing considering the impacts of Covid and the move to work from home.

Very interesting, I worked about 2 blocks from there for 3 years in the 80's, and another 5 years a few blocks further. I have walked by there countless time, and have been in the Whitney block a dozen or more times. I never really took note of this tower, just considered it another government building. My guess is the main building regulation that would be very difficult to comply with is having multiple egress staircases. There are some exceptions when the building occupancy is low and the distance is short, but this may exceed them.

That's the Whitney Block. At this moment each of the main building making up the Whitney Block was being externally refurbished, one at at time. Those floors are where many of the Government of Ontario executive offices are located, along with some MPPs. The Ontario Block, a 4-building complex immediately east of Whitney is in final stages of an 8-year refurb which is removing all the asbestos installed when the complex was built circa 1969. When finished, various Ministry offices will return from rented spaces in downtown Toronto which has complicated govt since their refurb started in 2018 (scheduled by Wynne Govt). All of the main Ontario Govt buildings are linked by tunnel and overhead passages.

Born on the doorstep of this building in Women's College Hospital in 1951. I knew of three tunnels in Toronto as a boy. One between Union Station and the Royal York Hotel, another between Eaton's Queen Street and Eaton's Annex and my favorite between Casa Loma and it's stables. (which I assume is still there.) NOW I think half the pedestrians in Downtown TO are under ground at any given time. But boy those tunnels were "Magical" to a little boy!

It's one of the handsomest buildings in the city. I wish it could be used again. Probably it's possible. It has a motor. The crank is just a control-handle, common on manually-controlled elevators of that era. There are YT videos of historic, manually-controlled elevators that are still in use. As late as the mid-1970s, Eaton's and Simpson's still had manually-controlled elevators, staffed by female elevator operators.
