He still does it in T8. You just have to do it as a normal WGF instead of the WHF. To do that, you have to do it in the last chapter of story mode, as Mishima style Jin or through chains as final Jin.

Making EWHF not a combo starter launcher is a big turn off. I could never go back to TK4&5 Jin or even 6 and 7 for that matter having only counter hit launch.
