Statement: Out of 100% Voters, BJP got only 25% in the 2019 election and 22% in the 2014 election. 100% Voters = 67% people voted + 33% People did not vote for example Example 1: 10 Voters 6.7 Voted. Out of 6.7 votes, 37% voted for BJP. (37 % of 6.7 votes = 2.5 votes). 2.5 votes out of 10 Voters is 25%. Example 2: 10 Cookies in a shop you buy 6.7 of them. You ate 37% of 6.7 cookies (6.7 * 37/100). So how much you ate out of 10 Cookies 2.5 Cookies. 2.5 cookies out of 10 Cookies is 25%. Assumption: Those who did not vote. Mean they did not want to vote for BJP. Hence Proved: In the 2019 election, out of 100% voters, only 25% of people voted for BJP. Conclusion: They did not have 100% of people's mandate to make all the decisions which not meant for all.
