What is that Drum Buss audio effect? Is that part of Live?

It's a distortion and dynamics tool included with Live 10 and 11. You can crush the drums in nice ways (or nasty ways), shape transients, add power to the low end, that kind of thing.

In the end of the video when you resample audio, why not choose all the clips and hit CMD+J? Should save it as an audio with effect applied

It doesn't. You can think of Consolidate as recording the outputs of the audio pieces' Clip Views. It will bake any time-stretching, grain/pitch envelope automation and that kind of thing but plugin effects will not be included because they come later in the pathway of audio.
