I like to think that the pictures change whenever there's a staff renewal, first you see them all staying away, then you see them keep away as the principal tries something to put them at ease and failing hard, and finally usually the last shot they just take a normal pic and the principal skelly even lays his skeleton hands on their backs and they are all fine, they are used to it, they know he's a kind principal who cares, they may be a lil perturbed but they don't lean away, they just take a warm staff picture, then the staff changes again, and WHAM! Everyone's afraid of the skeleton in the room, and the cycle begins anew.

Judging by the way they always interact with him in the videos, PSkelly doesn't actually show his face much, as it unsettles everyone, seemingly nobody knowing how to interact with him. I am willing to bet that for every new picture with new staff, they hardly ever saw him, and I'm even more willing to bet that they don't even meet him when they get hired. The way he applied that mask, seems to suggest he did it in favor of the staff, trying not to unsettle them too much, as he always does in the staff pictures (looking at the wall of pictures). TL;DR: you are assuming things, if we can arbitrarily assume things, there is a set of assumptions plausible to what is happening. Thus you are just complaining because the assumptions you cherry picked as your own don't work with the story. It's just you.
