How will a URL know what the root of the site is?

It's the browser (or other client) that knows what the root of the site is, from its current address

@@dave-hollingworth Wow I'm amazed you are still replying to questions! Thank you. Ok, so I now understand that the browser knows what the root is, but how? For example, I have a project named 'Test' inside the 'Projects' folder of C drive (C://Projects/Test)... And I an 'index.php' file inside Test and Admin folder with a file 'admin.php' inside the project folder. (C://Projects/Test/Admin/admin.php). If I put a root-relative URL inside admin.php how will the browser know the root of the project is where the index.html file is and now somewhere else outside the Test project folder?

@@chap2668 The web server is configured with a root folder, which is where the browser looks for files. For example, if you configure your web server so that the web root folder is "C:\Projects\Test", and you have a file index.php in there, you can get to it at example.com/index.php. For a file "C:\Projects\Test\Admin\admin.php", the URL would be example.com/Admin/admin.php and so on.

Using relative URLs makes it easier to move between servers, for example between development and production, yes.
