The flags are tied to color coded boxes which refer to color coded land masses. So while the flags are not geographically over the countries (which would be impossible at the scale of the image) they are correctly associated with their countries.

Ive Been Hearing About Masdar City Since 2013 When They Did The Bloomberg Special On It. And In 11 Years I Can Truly Say I've Seen No Major Difference Nor Progress. Its Seem As If There Still In the Same Phase As They Were I 2013.I Think Its Time To Admit This Project Didn't Meet There Goal. Its Still Impressive & Innovated. But Its Also Was Kind Of A Flop SMH
