@@kennyayuso6031 I think it's just a side-effect of all the stockpiled energy. We know that OFA gets more powerful as it's passed on because it's taking the energy from previous users and storing it up. It already went through 8 ppl before Deku got it, with All Might having had it for 40 years, in which he accumulated a lot of power. Then he gave it to Izuku, and at that point, the Quirk was more powerful than when All Might had it. It's possible that the lightning is cause by the excess energy being released from Deku's body because it can't contain all of it.
