The two types of abyss heralds have movesets that seemed to be cut short I feel. It's like mihoyo intentionally hold back on it cause we know it would be a pain for some to dodge their movesets if they extended them especially moves with lunging and rapid attacks

Almost a whole year response later, but apparently, the Frost Fall’s VA (EN wise ofc) is Andrew Russell! The same EN VA who also voiced Eide/Chlotar in the 3.5 Archon Quest, but most well-known is Boothill from HSR!

Its voice is somewhat short and scant, not as scary as other Heralds or Lectors. Perhaps this one is an executioner, so saying too much isn't its style

Maybe he has no Defeat or Encounter Voice Lines, to represent the fact that he wasn't part of The Abyss Order during the Quest. The previous 3 had them, to announce their arrival from The Abyss Order.
