No such thing as a tie. In this case it seems clear in the slow-mo that the runner is out! Great call! Batter runner has not been well coached with regard to base running. Elevating on the last step to the bag is a common mistake. I think the inclination is brought on by trying to "explode" that last step. Instead, or causes the foot to strike a fraction of a second later than it would otherwise. Perhaps lengthen the last stride, but be mindful of lifting the foot any higher then necessary to stride, and definitely no hopping like a deer. Bummer!
