MS Access is less secure than MS Excel. Max encryption password for Excel is 256 characters with Access being 20. Excel is also able to be customized more and therefore able to be made more user-friendly

Rule is simple. As soon as you are dealing with more than one row of data you need to switch to Access.

Exactly, but people still use Excel because it's easier for them to enter and store data. Access may look difficult to use but is quite simple to use after you get the hang of creating tables and creating relationships between separate tables.
