Accordion bass mechanism

On my accordion the bottom row has all the rods pushed down instead of seated with together with the levers. I am pretty sure this is why I have notes playing when nothing is pressed. Do you know a fix for this?

I got an 80 year old accordion to learn to play on. Very soon the felt pads started to drop off. I had to dismantle this side of the accordion completely to get to the pads. Not a job for the faint hearted !
