Great video but the tech labeled breaker 40 was the FA and on the diagram sheet labeled 42 FA on insert. No wonder we have so much trouble in our field! 🤦🏾♂️

I wondered if I saw that correctly.

Will these fit on a Federal Pacific "Stab-Lok" breaker? We had this issue come up twice and had to make an exception with the local AHJ because we couldn't find a breaker lock for it.

***** stab-lok panels are incredibly dangerous and you should SERIOUSLY consider replacing. There are videos and articles online about these panels if you would like to see all the details.

being in a open lock out position, can the breaker still trip if the fire alarm gets shorted out

Yes, a standard circuit breaker can open when it is tripped by over-current, even if the switch is physically held (or locked) in the on position. Otherwise this type of clamp that locks the breaker ON would be illegal / against code
