I genuinely do enjoy games like this. And the Hidden Cats series is another favourite of mine. Yes I also play them for easy achievements but that is just an extra reward for playing games I enjoy.

Is Microsoft cracking down on quick completions? Feels like all developers are forcing you to complete most of the games at this point for the 1,000 G and it seems many are selling worse because of it.

No, it wasn't under 20 minutes. Literally was 40m 23s. And I enjoyed this. I like these puzzle games.
