32:18 I lived in Iceland for 2 years and that's how traffic lights work there too. According to my Icelandic friends it's because the overwhelming majority of cars on the roads are manuals. So the light goes from red to yellow so that drivers can get their cars into gear by the time the light turns green. I've also been to Lima, where the lights count down like Trevor mentioned, and it's an absolutely wonderful idea.

what Geoff said about traffic lights in Germany: they turn yellow before green so that you have time to prepare yourself ("it's gonna be green in a sec, put in the gear and make yourself ready to put your food on the gas pedal" - very helpful when you're standing uphill at a red light). Sometimes, this is shown by having red and yellow on at the same time. what also happens sometimes is " green - yellow - green", although that usually only happens at night with traffic based streetlights; they follow a certain schedule when nobody's there but that schedule is interrupted so that you don't have to slow down when you approach an intersection and nobody else is there.

About the german traffic light thing: The sequence is "Green - yellow - red - RED AND YELLOW - green". So yellow means "prepare to go", red and yellow together means "prepare to stop". Greetings from Germany.
