In this live stream conducted in the Acholi language, the debate centers around the proposal made by Norbert Mao, the Minister of Justice and Constitutional Affairs. His proposal suggests that Members of Parliament (MPs) should be the ones to elect the President rather than through a nationwide popular vote. Additionally, Mao proposes that women serving in political positions should be allowed to serve for two terms, and that the presidential term limits, which were previously removed, should be reinstated to promote leadership change and democratic values.
The debate takes place on Wang OOh FM, a local radio station known for hosting political discussions that resonate with the people of northern Uganda. The event is simultaneously livestreamed on the Acholi iTv KZbin channel, a platform that has become popular among the Acholi community for its focus on local issues and the expression of regional perspectives.
Maktunu Brian, the CEO of Acholi iTv, plays a significant role as a key participant and moderator during this discussion. Known for his engaging and thought-provoking approach, Maktunu Brian guides the conversation, ensuring that different viewpoints are presented fairly. He provides a space for both support and criticism of Norbert Mao’s proposals, allowing listeners and viewers to better understand the implications of such changes on Uganda's political landscape.
The discussion delves into several key aspects of the proposal. Supporters argue that having MPs elect the President could ensure that those chosen have a deeper understanding of parliamentary needs and align with legislative priorities, potentially improving cooperation between the executive and legislative branches. This, they suggest, might lead to a more efficient government.
However, critics raise concerns about how this approach could undermine the democratic process, reducing the direct power of citizens to choose their leader. They argue that MPs electing the President could make the process vulnerable to manipulation and limit the voices of ordinary Ugandans in the political process. There is also debate about the cultural and social significance of allowing women to serve two terms, with some seeing it as a progressive step toward gender equality in Ugandan politics.
The proposal to reinstate presidential term limits sparks a particularly heated discussion. Advocates believe it could prevent the consolidation of power by any one individual, fostering a political environment where leadership change is expected and regular. They see this as a way to strengthen democratic principles and ensure that new ideas and leaders have a chance to emerge. On the other hand, those opposing the reinstatement of term limits argue that it could prevent experienced leaders from continuing their development plans, which could be particularly important for a country like Uganda, where long-term stability is considered crucial.
Throughout the live stream, callers from the Acholi sub-region and other regions of Uganda join the discussion, sharing their thoughts and experiences. The live audience engages actively through comments and reactions, highlighting how these proposals resonate with ordinary people. The debate encapsulates the intersection of regional perspectives with national issues, showcasing the diversity of thought within the Acholi community regarding the future direction of Uganda's governance.
Maktunu Brian, through Acholi iTv, offers a platform where voices from northern Uganda can express their opinions on crucial national matters. This live discussion becomes a vital space for the community to analyze the potential changes in Uganda’s political structure and what they could mean for the country’s democracy and governance. The conversation reflects a broader interest in how political reforms could shape the future, with Acholi iTv and Wang OOh FM playing a pivotal role in facilitating this dialogue among the people.

The idea of Members of Parliament (MPs) electing the president in Uganda, rather than a direct vote by the public, raises significant concerns about fairness, especially given Uganda's history of electoral manipulation and rigging. Historically, Uganda has faced accusations of flawed elections, with claims of vote-buying, intimidation, and manipulating results to favor incumbents or those in power. Shifting the responsibility of electing the president to MPs could concentrate power among a smaller group of individuals, making it easier for political actors to influence or coerce them. Given the challenges Uganda has experienced in maintaining free and fair elections, the proposed system might reduce public accountability, as MPs could be more susceptible to external pressures, such as bribery or intimidation, especially if they have personal stakes or loyalties. It could also alienate the general population, undermining trust in democratic processes. For such a system to be perceived as fair, there would need to be strong institutional safeguards to ensure the independence and integrity of MPs, as well as transparent oversight mechanisms. However, given Uganda’s political landscape, these safeguards might be difficult to guarantee. In summary, while the idea of MPs electing the president might work in countries with strong democratic institutions, in Uganda's case, it risks exacerbating the challenges of electoral fairness.

*** To be polite, I think Mao is nowing demonstrating his true colour. ****I have been telling people from day one that Mao lacks the quality of a Democratic leader. ****Any short person is naturally a dictator. Norbert Mao is a very short man. He's 5 ft 5". The only way people can identify short people is when they proclaim rubbish. ****I used to respect Mao, and I have ever voted for him. I now vehemently regret why I voted. ****If his stupid opinion is passed in Parliament, I promise Ugandans that I will become a rebel leader in Uganda. I will start with Mao himself and all his associates.
