Its safe to assume that if shaggy worked with Matt the power would allow 9 keys without shaggy powering up. I wont be surprised if shaggy only has to go super to get 9 keys though, as wb had to achieve a god eater-like state to get 7 keys, and og shaggy had to go super to get 6, we can assume that super is 9 and god eater is around 12

You know what would have been super cool? If you reskinned psych engines default mines to be the poison notes, and added them to Shaggy's charting (so they wouldn't affect gameplay at all by not being correct) when retro shifts to second form
