The rumors they were spreading were so disgusting that she didnt feel like she had a choice coz the society would believe rumors rather than her truth. She would have gone to police if she didn't feel so helpless and cornered. It is a type of ragging and you two blaming the victim for not doing what you think she should have done is pretty disgusting. Blame the bullies for bringing her to a state where she felt death was the only way out.
