One of the other reasons for the plimsoll line was due to how many boat owners at that time would send boats that were getting to old or damaged to continue sailing out with a full compliment of crew and take out a massive amount of insurance on it knowing it would sink, killing all onboard but getting the ship owners a massive amount of money. Sadly plimsoll's struggles would cost him a lot and lead to great suffering in his life as many people in government would also do this.

Sailors didn’t particularly dislike him. An old ship that had to be scrapped was an expense, an old ship that sunk was an insurance payout. 😕 Most sailors actually couldn’t get life insurance of their own but the shipping companies could actually insure the crew so that they could get paid if they were killed 😳. (Really!! As if there wasn’t enough incentive to skimp on life boats!) but what we can see is a nice example of just how untrustworthy the newspapers were in that era. Plimpson was painted as everything except a cannibal and they just suggested that.

I'm not entirely sure which part of a ship's hull you're talking about? If it's the waterline, that's probably what they're there for, I haven't researched in a while. If it's the often red or blue part of a vessel that is, again, often underwater, then no. That is not to mark if a vessel is too heavy. That serves as protection against barnacles, and other sea-life that can damage or cause drag against a ship's hull.
