In theory you can use whatever icon you want to. Just don’t go too far against the grain that you confuse your users.

Any vector-based software will allow you to change the color. I'm a fan of Adobe Illustrator but there could be other applications that you prefer. Thanks!

Yes. You'll always need CSS and JS, but just less of it. Bootstrap speeds up the process of building responsive websites.
