What is the spacer for? Is it for when lifting or after lifting? Or just to improve ride? Also it’ll work with the onyx? Or just wilderness? Sorry lots of questions

It is to eliminate drive line vibrations after a lift kit is installed that’s only if you have vibrations after a lift install. If you do not have vibration after a kit install you do not need a carrier bearing spacer. these are made for most all Subarus so yes

Is it 22 ft/lbs in all applications? I just ordered your 3/4” spacer for my 2018 FXT

If it’s the same size bolt yes. Most all tq specs are what the bolt is rated for.

Will this get rid of the dreaded wobble when lifting an Outback? Or how does one know when they need these longer bolts vs a transmission mount insert?

A wobble after lifting is usually caused by the transmission torquing one way or another and putting stress on your cv joints. In most cases a trans insert fixes this. The carrier bearing spacer is to fix a vibration that happens at all speeds after lifting not just under load.
