So, upsc should form a committee and look into the matter, that every year these so called rankholders and iitians are getting top ranks, why we don't see toppers from other background, and most of the rankholders have already qualified upsc previous year. We gave last year upsc cse exam, they made csat exam so technical that some students were unable to comprehend questions. It is clear and evident that top beureucrats are enforcing pro sci-tec background student to clear the exam. I would urge central government also to look into this matter and that to rankholders giving exam many times.
