DC was established to oversee admiralty laws ; commerce. The 1783 Treaty of Peace and the 1787 constitution is mostly establishing admiralty law. It's why the Treaty kept all prior treaties and agreements intact, and why all treaties take priority over so called domestic laws.

For the people that are not familiar with the Constitution of the United States of America as well as they SHOULD be. I challenge each and everyone of you to look at Article 3 Section 2 and you will notice that all US Citizens are subject to Admiralty/Maritime law. The ONLY way around this would be to legally change your status from that of a US Citizen to an American State National.

I just am familiar with the Constitution of the United States, Declaration of Independence, Bill of Rights, US Codes and other laws pertaining to the United States. I wish there was something I could do to give you guidance in learning you particular laws, I just don't have the first clue as to where to begin.

All Fiveyz countries can cite each other's cases and laws so long as they have an equivalent law on their statutes (and being common law countries they all get their structure from British feudal law). So it's actually quite possible that there is an equivalent on the Aussie books. Removing your allegiance to a state is a fairly big deal though. They likely won't let you do it unless you're eligible for citizenship of another country.
