Is it mentioned in the website that only 4-year bachelors degree is accepted for Masters? Because I have tried to find it and the only thing I found is "at least 15 years of previous education: primary and secondary plus university" which means 3-year bachelors degree is accepted.

They don't have TOLC exam for this university. You have to appear for TIL exam or SAT exam if you are looking for alternative. Please watch this video carefully for the answer!
