The VI vii i - progression is actually extremely common in western punk and metal as well. Especially British Heavy Metal like Iron Maiden and Power Metal, where they play it as muted gallops and power chords. One difference in the J-rock/J-pop version is that it tends to end the cycle on a III, keeping the upwards momentum of chord changes each bar without a stop (VI vii i III), while the Western Heavy Metal version of it stays on the i for two bars. But while the energy from the chord progression is mostly the same, what actually gives it the emotion it does is the extended harmony on top, where the western version is typically power chords and other two-note slash chords. The seventh chords and ninths as common tones are clear on the low-gain guitars, giving a back and forth of bright and dark to the otherwise uplifting energy.
