Aight let me try this. Obviously, spoilers ahead: These are basically two teenagers who were forced into government experiments and wanted the public to know about it. They do this via causing terror (in resonance (pun intended)) and get lots of attention from multiple parties with different interests. This leads them to very dangerous situations (trying to spoil as little as possible). All in all, it's the best anime I've seen. I tried being as broad as possible, so do check it out yourself!
