When I was a little kid in the 90's, me and my brother would watch the public access stations and laugh at the low budget adverts for local businesses and the shows people would try and make, usually about some really niche hobby. I've always felt that Tim and Eric's humour was designed for me.

Most of the actors do. I read an article a while back and they interviewed a bunch of the character actors T&E used, and they all knew they were doing a weird sketch comedy show. Their performances are natural, but they're very carefully directed by T&E to get the right effect. T&E will find people with no prior acting experience or unknowns from community theater who have the right look, then direct them and edit the footage exactly how they want it.
