I pretty much use the same formation as yours but replaced Jackal with Noah (since I don't have Jackal). I have Emma already 3 stars + 2 level Core Upgrade + Harmony Cube. Now her Minigun damage is sick...

Emma does not have Taunt, and it's mainly with the dmg split that has the problem come up, they might change it to only work on direct hits, not shared damage. Before Jackal, Emma was just good, but not invincible, she was able to kinda fight Noise, but Noise was just too absurd. Plus Emma does not Gain max HP, Noise gained Max HP and healed with a Taunt: this is what made Noise OP. So Emma has no Max Hp scaling or Taunt, and is weak to RL/Snipers more so than Noise. Keep in mind: the effect is only 5% chance to proc, you can't really move too many number's around, but you can change how the effect is applied from non direct hit sources. Maybe the lower max HP, but Emma is a very Healthy Mama, so still effective.

noise was not nerfed but a skill bug fixed, i dont think emma will get nerf because she has weakness of against charge atk.

I use Snow White to counter Emma, her burst destroy Emma

The problem is Snow White charges for 5 seconds, your opponent can use their own burst skill to stun or pick apart your team. In a decent comp, Emma will be sharing the dmg taken. so you are banking on 5 seconds of not doing any real burst skill damage for the Snow White skill? Cool.
